Taxation adds an extra cost to work. So marginal work (work that is only barely profitable) becomes unprofitable. So less work is done.
Progressive tax does not change this: less tax in one place means more tax in another. For every penny the government takes in tax, less work is done.
Ground rent has the opposite effect: land is used more efficiently (to pay the rent), creating more wealth. Even if ground rent costs the same as tax, additional work can then be done tax free.
