The difference between dictatorship and ground rent is many, many billions of dollars every year.

More efficient economies mean more groups looking for profit, and inefficient nations are the easiest source of improvement. So a dictator can secretly be offered an enormous bribe to become just a symbolic figurehead in a palace.

Result: a more honest and more responsible outside nation ensures a well ordered transition, but there is no messy regime change. The dictator is now happy as he is richer, more popular, and more secure. And no blood is shed.

(If he refuses, the same offer can be made to his generals. If he wants to live he will take the first option.)
